Abstract

The change of administration that has just taken place in the United States has put the whole world on alert for the possibility of major changes in the foreign policy of that country. The concern is justified because after eight years of Democrat administrations, there is a broad consensus inside and outside the United States that many of the internal and external policies of past administrations are in crisis and require a deep and urgent review. Such is the case of the racial situation, generalized violence, university conflicts, inflation and the situation of the balance of payments, among the internal problems; and the Vietnam War, Atlantic politics, the Middle East conflict, relations with Latin America and international financial imbalances, among foreign policy problems.
