Abstract

This work takes into account the evolution of a number of material strategic factors in 1968 and part of 1969 and their visible consequence on the balance of forces within the international system. It is based on recent data, and this may not be exact. However, the concept of strategic preponderance is not defined only by the strategic and statistical balance of forces; it refers, on the one hand -to the military superiority of the United States over the USSR. And on the other hand, to the superiority of the United States over the USSR in terms of freedom of action. Finally, it refers to the level of strategic conceptions: the ability of the United States to impose its vocabulary and concepts on the USSR.
