The economic relations between the countries of Latin America and those that make up the Organization for Economic Cooperation and Development (OECD) have historically been very important. The changes in the more prosperous societies of the industrial countries and the transformations that are taking place in Latin America have created a new set of factors that determine the conditions of these relationships in the future. The region cannot depend exclusively on trade as a means of generating the foreign exchange earnings it needs. To achieve a sustained process of development, Latin America must also resort to borrowing and foreign investment to cover this shortfall.
