After nearly two decades of discussions and negotiations within the scope of the United Nations and its specialized agencies, very few concrete results have been achieved so far in the so-called North-South Dialogue. The current outlook is grim. The risk that now arises is related to a process of misunderstanding and even confrontation in the North-South negotiating forums. The Brandt Report stands out in the negotiation process between the North and the South. Although it may deserve criticism in relation to several of its parts, it constitutes essentially a positive contribution since it allows a broad and objective vision of the importance and urgency of the prompt resumption of dialogue to be formed.
