The debate on the human rights situation in Latin America, particularly in the countries of the Southern Cone, has been intense in recent years, concentrating mainly on the nature of the policies adopted domestically and the discussion on their legitimacy, scope and effects. But there is also another dimension to this question, which consists of the relationship between these internal policies and the external influences that have manifested themselves on the region. This angle of the problem has received, comparatively, a lesser degree of attention, even though it has probably been determinant of many in the prevailing approaches at the national level, both in a negative and positive sense. This article analyzes some of the complex interrelationships between these external influences and internal politics, in the various manifestations that they express themselves.
