Abstract

Reflections on the economic, political and social conditions in Latin America should give increasing attention to the problems generated by the external debt crisis and the adjustment policy implemented to confront it. Indeed, since 1981, social and economic evolution in the region has been determined mainly by the change in world economic conditions and the particular way in which Latin American governments have tried to adapt to them. The adjustment policy applied by most of the countries in the region, as agreed with the IMF since 1983, has had unnecessarily negative consequences on production and employment. We maintain that the causes are the IMF's economic focus, the behavior of the creditor banks and the absence of an alternative policy of adjustment and debt renegotiation in the Latin American countries.
