Abstract

This paper analyzes the necessary modernization of the state apparatus in Peru, especially in terms of the Executive Power, starting with an examination of the crisis of democratic governance that exists there. Referring to what has been experienced in various regions of the world, the importance of the relationship between the State, the market and the participation of civil society is revealed. Another factor that is being examined is the need to carry out structural and institutional reforms, after the failed economic stabilization policies. The diagnosis of the main features presented by the Executive Power, especially in terms of public management style, allows us to appreciate its limitations and identify the risks involved in not making significant changes.
