Abstract

The present analysis starts from the assumption that the perception of the current world –complex, dynamic and uncertain– is necessarily imperfect and the political decision considers limited aspects of reality. The cause lies in epistemological reasons and in the practice of adopting policies while ignoring the impact of globalization on the life of our societies. This is true both for current problems and for policies designed to provoke transformations or changes in a more distant time horizon. For this reason, it is necessary to carry out future studies to guide the processes of social change. But the reality studied through this approach is highly dependent on its own operators and the target population: individuals, groups, institutions, networks, since they all influence and modify the same realit
